No — and be careful of any free site that claims otherwise. A certificate from this site, or from any comparable one, records a test you administered to yourself. It is evidence of a practice result, not a formal qualification.
That is still useful. Employers hiring for data entry, clerical and administrative roles routinely ask applicants for a WPM figure, and a dated certificate with your speed and accuracy answers the question in a form you can attach to an application. An employer who needs verified proof will normally administer their own test at interview, and a practice certificate is good preparation for exactly that. The certificate carries the date, your accuracy, and a verification ID tied to the stored result, so the number on it is the number you actually typed. Scores are re-checked on the server against the keystrokes recorded during the run.
The same certificate is issued for every test on the site.
